Beiluo River flood peak transit, refining and chemical company emergency response to ensure safety

In the evening of 9 August, under the continuous influence of heavy rainfall in the upstream area, the flood peak of Beiluo River surged and the town of Jiaokouhe suffered a serious impact. At around 21:00 pm, the flood peak crossed the river with an astonishing flow of up to 3690 cubic metres per second, posing a great threat to the production and living order of Jiaokouhe area of Refining & Chemical Company. In the face of this emergency, the refining and chemical company acted quickly, fully activated the flood control emergency plan, vowed to win the battle of production safety under the flood peak transit.

‘In the early morning of August 9, we urgently received a notice from the Flood Control and Drought Relief Command of Yan'an City on the activation of the municipal flood control level Ⅳ and Ⅲ emergency response, which clearly pointed out the severe situation of the water of the Beiluo River rising sharply due to the upstream rainfall.’ The Flood Control and Emergency Office of the Refining and Chemical Company then responded quickly, reported the situation to the top of the hierarchy and immediately activated the emergency plan to fully co-ordinate the flood control work of all units in the Jiaojiao area.

In view of the special low-lying situation of the first living area of Yan'an Oil Refinery, the plant took a series of precautionary measures in advance, such as closing the rainwater wells, blocking the passageways and evacuating the staff. With the arrival of the flood peak, although part of the area was flooded, with the joint efforts of all the staff, dredging and disinfection work was carried out quickly after the flood peak to ensure the safe return of the employees' families.
